No Accomplishments on Resume

The majority of HR resumes just list what the applicant did in their last job. I already make assumptions about what an HR assistant, as an example, does in their job. I want to see what they've accomplished. Answered employee questions about benefits just doesn't cut it, especially when it's on every resume I receive. Who doesn't?
