I'm a real proponent of goal setting. After listening to years of motivational speakers and trying goal setting out in my own life, goal setting works. In organizations, however, goal setting can have a darker side...

In one example, a manager introduced programs and policies regularly so that he could "check them off his list." The list of goals got shorter, but did the programs and policies produce their intended results? No way. Just introducing a new program doesn't make it live.

True goal accomplishment means complete implementation and integration of the goal within your organization. And, you know how time consuming and challenging that is. Every policy and program you introduce requires your commitment of resources and time.
